Question check no rqp questions

This function is not part of a class.

This test is performed at installation because the RQP question type was eliminated before Moodle 1.9 was released. RQP questions in the database would not be valid after an upgrade to Moodle 1.9. The check is not relevant if you never installed the RQP question type or if you manually reinstall this question type.
