Restoring a backup containing user data

This is a Moodle 3.3 regression and is fixed in 3.3.1. See MDL-59011 for details.

Restoring an activity backup

This error is displayed when attempting to restore an activity backup to a new course. It is reported as MDL-24342.

Workaround: Restore the backup into an existing course (which can be newly created and empty).

Restoring a backup containing plugin data

Alternatively, the error may be displayed when attempting to restore a backup of a course which uses an additional plugin.

Workaround: Remove the usage of the additional plugin in the course then create a new course backup.
